For the purpose of performing the annual actuarial valuation of the Retirement System's assets and liabilities, the assumptions to be used for the incidence of death, disability, withdrawal, and retirement among active members and for the incidence of death among members who are retired for service and the beneficiaries of active and retired members, and for the incidence of death among members who are retired for disability, shall be as follows:
