(a) A member who is on a leave of absence and earning at least half pay for the period of his leave may be granted full service credit, or, service credit at half the full rate, whichever is more beneficial.
(b) A member who is on a leave of absence and earning less than half pay for the period of his leave may be granted a fraction of the rate of service credit allowable to members on leave at half pay, and such fraction shall be the fraction of half pay which the member earned while on his leave.
