NYSTRS administers a defined benefit plan established by the New York State Legislature. The Legislature must initiate and enact any benefit improvements (e.g., early retirement incentives). NYSTRS simply administers the plan provided by law.

To become law, a bill must be approved by both the State Assembly and the State Senate, and then be signed by the Governor.
