|Serving New York Educators Since 1921|
NYSTRS members work for more than 800 school districts, colleges, charter schools and Boards of Cooperative Educational Services (BOCES).
For employers with a June 30 fiscal year end, required GASB 68 disclosure material for use in your June 30, 2015 financial statements will be provided to you by NYSTRS on or before July 15 in the Employer Secure Area (ESA) of this website. Information will be provided in the form of an individual letter to each employer containing GASB 68 information specific to that employer. It will include the beginning net pension liability (NPL) as of the June 30, 2013 measurement date and the Schedule of Employer Allocations and Schedule of Pension Amounts by Employer as of the June 30, 2014 measurement date. Required note disclosures such as plan description, actuarial assumptions, etc., also will be provided and will be found on this page (Employers) of our website. For definitions and explanations of this information, refer to this February 2014 AICPA Whitepaper.
The System anticipates having the GASB 68 information as of the June 30, 2015 measurement date available in the ESA by Dec. 1, 2015. Employers with a June 30 fiscal year end will use this information in their 2016 financial statements. Employers with a different fiscal year end, such as community colleges, will use this information in their 2015 financial statements.
The System's independent auditors will have audited the System's schedule of employer allocations and the totals for all entities of the columns titled net pension liability, total deferred outflows of resources, total deferred inflows of resources, and total pension expense included in the System's schedule of pension amounts by employer and the related notes to such schedules before the information is released to employers.
See the GASB Accounting Changes fact sheet for more information on GASB 68.
Employers are required to oversee the election of NYSTRS delegates and alternates. (Visit the Delegates page for a list of current delegates.) By law, each chief school administrator (CSA) or his or her designee is responsible for determining the election process and reporting results in the Employer Secure Area (ESA).
The 2015 Annual Delegates Meeting will be held Sunday, Nov. 1 and Monday, Nov. 2 in Saratoga Springs. For information on how to treat Delegates Meeting attendance, salary and expense issues, refer to Administrative Bulletin 2013-11; Opinion of the State Comptroller; Decision of the Commissioner of Education; and, Opinion of Counsel to the Education Department.
