Mr. Masse was appointed to the NYSTRS Board by the New York State Board of Regents on the recommendation of the State School Boards Association. He chairs the Audit Committee and serves on the Ethics, Legislation, Personnel & Planning, Proxy and Retired Members committees.

A senior vice president of public banking at HSBC Bank in Syracuse, Mr. Masse is a member of the Fayetteville-Manlius Board of Education and the Board of Directors of the New York State School Boards Association. He also is an associate member of the New York State Council of School Superintendents. Previously, he served on the New York State Commissioner of Education's Blue Ribbon Panel on Public School Leadership. Mr. Masse has a B.S. degree from Rochester Institute of Technology, Master of Business Administration from Rider University and Master of Public Administration from the Maxwell School at Syracuse University.
